The water passes through the bed very slowly so there won't be any issue with it pooling as in truth the soil holds on to most of the water and it evaporates off through the plants and the top of the soil during dry periods. On the other question of staining. Even with a liner. If you remove the bed in years to come there will be marks on your porcelain.
