2. I have set the thermostat to 21C, but the temperature is only going up to 17C? is this normal, the Vitopod is indoors in a normal warm shed?
3. Should the thermostat sensor be placed in the seedling soil (as per your video; or placed one inch in from the side, 1/2 inch over the base - as per the instructions.

The unit is fully sealed so no issue getting water on the base
The range of the Vitopod is 14 degrees so it needs to be in a room of 7 degrees to get up to 21.
In the compost. We don't agree with the manufacturers instructions as per the video as it is the compost temperature that is all important
