Hi Virginia
You can leave the ends loosely tied off and then just lift up the netting for hoeing although to be honest with you if it was me i would just lift the mini polytunnels off when i wanted to hoe. It depends on how you plan on fixing the netting to the tubes but if you use cable ties you can use ones that can be undone and literally take the netting off when required.
