Hi Paul
The thicker Premier boards are plained so fully smooth. These Allotment boards are not plained but are also tidy enough and certainly are not rough. They are paintable however be careful what paint you use. As some paints can have chemical toxins in them that can leech in to the soil. Not good when growing food. The wood is treated to handle our climate so don't actually need to be treated any more
