As the soil is very compacted you are definitely doing the right thing in breaking up the top layer. Hard work but worth it. I would then spread a tonne bag of Envirogrind compost over the whole area in a thin layer. This will encourage life back in to the soil which is really important. Once you have this done i would then put the tonne bag of Lawn mix on top of that. You will need that much for an area of that size
