Hi Rosaleen
At 60 degrees the composting process will be working although it is better once it gets above 70 degrees. With temperatures at the moment being moderate enough for this time of year i would give it a mix around and keep adding. If you had some nitrogen based material (grass clippings, weeds etc) it will kick off the heat faster
