Hi Raymond. The plastic peg and washer is a new addition to the kit which allows you to easily remove the cover if it needs replacing. The pegs are screwed to the timber frame and the cover secured by puncturing with the peg. The washer is fitted over the peg when the cover has been fitted to secure. removal is the reverse of this procedure. As regards the screws, it looks like a packing error which I must apologise for.
